Aughton Bowling League

Bye-laws.

1.0

The League shall be known as the:
 “Aughton & District Bowling League”
(herein after known as the league)

1.1

The objectives of the league are to organise, govern and encourage the game of Crown green Bowling in the Aughton and surrounding district.

1.2

The management of the league and its business shall be governed by a committee comprising of the President, Chairman, Vice Chairman, Secretary and Treasurer of the league and up to six representatives who are signed on as players for one of the member teams of the league. All of whom shall be elected by a majority vote at the Annual General Meeting (AGM).

1.3

The league will consist of divisions comprising of a maximum of ten teams and will be affiliated to the Lancashire County Bowling Association, (LCBA)

1.4

All League matches and competitions will be conducted in accordance with the bye-laws of the game of Crown Green Bowling as specified in the LCBA official Manual

 

2.0

Annual General Meeting (AGM)

2.1

An AGM of the league will take place at the Aughton Institute Club, Bold lane Aughton, in January each year, commencing at 8pm for the purpose of election of officers of the league and discussing all matters concerning the efficient running of the league.

2.2

Any proposal for inclusion in the agenda for the AGM must be made in writing and in the hands of the secretary at least 28 days before the date of the meeting.

2.3

A written agenda shall be provided outlining the business to be discussed at the AGM.

2.4

The treasurer shall submit a report and balance sheets of the league accounts for approval at the AGM.

2.5.

Each team that is a member of the league, who has a representative present at the AGM will be entitled to one vote for every item of business outlined in the agenda

 

3.0

Team Registrations

3.1

Each team must submit a complete list of players including their Crown Green Bowling Association number, together with the appropriate registration fee to the league Secretary by a date specified at the AGM prior to the commencement of each season.

3.2

No age limit shall apply to any League player.

3.3

A player can only be registered and play for one team in any one season, except in the case of a transfer, which must be sanctioned by the committee and a new registration fee of £5.00 will be charged

3.4

No team will be allowed to “sign on” a new player for the current season after 1st June.

3.5

The registration fees for each league team and the Addison Cup, will be decided at the AGM

3.6

No team will be allowed to start the season without these fees being paid.

 

4.0

Match Play

4.1

The laws of the game of Crown Green Bowls, as specified in the Lancashire County Bowling Associations Official Manual will apply to all games.

4.2

All league games will be 21 up and each team will consist of nine (9) players.

A fine of £2.00 will be charged for each player that a team is short

4.3

All league matches shall be played as printed in the Official Fixture list, which will be supplied to each team before the commencement of the season

4.4

If a match has to be postponed due to inclement weather or fixture clash, the match must be played within the next 21 days, unless it is the final game of the season when it should be played within 7 days

4.5

Failure to play the match within this period will result in the matter being resolved by the league committee.

4.6

The away team should be allowed 15 minutes exclusive use of the green to practice, prior to the match.

The two captains may practice at any time prior to the start of match.

4.7

At the commencement of each match four (4) blocks shall be on the green, then play continuous until the conclusion of the match.

4.8

Each captain shall provide four names at the start of the match and the players named must be present when their names are presented.

If a team is unable to do so, the offending team will lose that game or games.

4.9

Start times: no later than 7.pm except during the month of April and from 15th August each year when the start time shall be no later than 6.30pm.

With the agreement of both captains, floodlights, where available may be used to complete the match.

 

5.0

Scoring

5.1

League table points shall be accrued as follows:

1 point allocated to each winning player,

2 points allocated for a home win.

3 points allocated for an away win.

In the event of a draw 1 point will be allocated to the home team and

2 point allocated to the away team.

The winning team to be decided by the highest aggregate score

5.2

Double marking to be used in all games

5.3

The names of each player taking part in the match and the result of each game shall be recorded on the results sheet provided and signed by both captains.

5.4

Any team who plays an un-registered player will forfeit that game 21 points to nil, plus a further 2 points will be deducted for this indiscretion.

5.5

The home captain shall send the result sheet via the postal system, using a 1st class stamp, to the secretary immediately after the conclusion of each match.

5.6

Failure to do so will results in the club being fined £2

5.7

At the end of each season the Secretary will provide each team with an account outlining any fines that have been imposed and these should be paid at the end of season meeting

  

6.0

Weather

6.1

In the event of inclement weather, all teams must attend the venue on the date specified in the fixture, unless notice has been received from the home club that the green is unfit to play.

6.2

If it is considered doubtful whether or not a green is fit to play on, or becomes unfit to continue, the captains of each team, using good sense and sportsmanship shall decide if the match should start or  continue

6.3

In the event of a match being abandoned, at the time restart the results of any completed games will stand.

Discontinued games should restart from the place and at the score of completed ends, at the time the game was abandoned

6.4

If a match is called off or abandoned BOTH captains shall inform the league secretary by telephone.

6.5

In the event of a match being called off or abandoned, the captains of both teams shall fix a date on which the match can be played or continued, as near as possible to the date of the match being called off or abandoned and inform the league secretary of the arrangements.

 

7.0

League Matches

7.1

The team that score the most points on completion of all the league fixtures will decide the league championship.

7.2

In the event of a tie at the top of the league on completion of all the league fixtures, the team who have won the most matches will be declared champions.

 If there is still a tie, then the team with the highest aggregate scores throughout the season will be champions

7.3

If there is still a tie then a “play off” will take place on a neutral green involving all teams concerned in the tie

7.4

The scoring in a play off will be:

1 point to each winning player,

2 points allocated to the team with the highest aggregate score.

In the event of the aggregate score being tied 1 point will be allocated to each team.

7.5

On completion of all league fixtures, the two teams finishing with the lowest number of points in the division will be relegated to the lower division and the teams finishing 1st & 2nd in the lower division will be promoted to the higher division.

7.6

Prizes will be allocated to the teams finishing 1st,, 2nd & 3rd in the league.

 Any team who has won monies and doesn’t have a representative at the Presentation Night will forfeit their winnings and be returned to the league.

 

8.0

Competitions

8.1

The committee will organise the following competitions

League Knockout Cup

League Handicap Addision pairs.

Bleasdale Cup

Ormskirk Advertiser play- off.

8.2

The appropriate fees shall accompany all entries in each competition, the fees are as follows:

League Handicap Addision Pairs £4.00 per pair

Bleasdale Cup £2.00

Ormskirk Advertiser Free

 

9.0

League Knockout Cup Competition

9.1

Will be completed for annually on a knockout basis between each member team of the league.

9.2

All matches will be competed by nine man teams and the scoring for each match will be as follows:

1 point allocated for each winning player

2 points allocated to the team with the highest aggregate score

9.3

There will be no practice allowed in this competition.

9.4

The first round draw will be made at the AGM and a date will be fixed for the first round of the competition to be played.

9.5

The committee will make the draw for the second and subsequent rounds of the competition.

9.6

Dates for the Knockout Cup must be strictly adhered to.

Any club that cannot fulfil the fixture on that date will forfeit the tie.

9.7

Prizes in this competition will be awarded to the Winning team and the Losing finalist.

9.9

All matches will be played at neutral greens

 

10.0

League Handicap Addision Pairs Competition

10.1

Will be an annual competition played by teams of two players both of who must be registered for the same League club.

10.2

The committee will make the draw before the first and subsequent rounds of the competition from the names of each team whose completed entries have been received in order to establish the order of play.

10.3

The committee will decide on which greens the matches will be played.

10.4

Each team may be handicapped to a maximum of 3 points

10.5

All games are 21 up and the Laws of Crown Green Bowling will apply.

10.6

Start time is 7pm for matches played in this competition and any team that both members are not at the allocated green by 7.15pm will be scratched.

10.7

No player will be allowed to play in this competition unless they have played in at least three league matches before the games take place.

10.8

No team will allowed to compete unless the appropriate fee has been paid before the draw takes place.

 

11.0

Bleasdale Cup Competition

11.1

Will a “Singles” knockout competition played by players who are members of a team that is registered with the league.

11.2

The committee will make the draw before the first and subsequent rounds from the names of each player whose completed entries have been received, to establish the order of play.

11.3

The committee will decide on which greens the matches will be played.

11.4

Each player may be handicapped to a maximum of 3 points.

11.5

All games are 21 up and the Laws of Crown Green Bowling will apply.

11.6

Start time is 7pm for matches played in this competition and any player who is  not at the allocated green by 7.15pm will be scratched.

11.7

No player will be allowed to play in this competition unless they have played in at least three league matches before the games take place.

11.8

No player will allowed to compete unless the appropriate fee has been paid before the draw takes place.

12.0

Ormskirk Advertiser Competition

12.1

The league will organise a knockout competition to establish which player shall represent the Aughton and District League in the Final rounds of the Advertiser cup.

12.2

Each member team of the League shall nominate one player to take part in this competition

12.3

These matches will take place at a green and on a date nominated by the committee.

Smoking is not allowed on the green whilst participating in the Game of Crown green Bowls. Offending player (s) shall receive no further score and the opponents shall receive the maximum. This including the use of imitation Cigarettes or any other artificial means of smoking.
